Maybe the solution is not to let capitals into hi-sec, but to drop the security status of some current hi-sec systems down to 0.0. There are a lot of high-sec systems that see very little traffic currently. A lacework of 0.0 systems across hi-sec...

I reckon the ratio will depend if you look at main characters only or include alts. Ingame I estimate the female: male ratio is about 1:3 (25% female), but on the forums here it is lower. But then maybe females talk more?

Other races can only create white characters. So according to your definition, is that not racist too? Unlike real life, you have a choice of what race to make your character in Eve. I kinda like that.
